В соответствии с пунктом 2 Комплексного плана противодействия идеологии терроризма в Российской Федерации на 2013-2018 годы, утверждённым
от 26.04.2013 № Пр-1061 Президентом Российской Федерации, и пунктом 1 Протокола поручений по итогам совещания по вопросу профилактики радикализма и экстремизма среди обучающихся образовательных организаций Ростовской области, утверждённым первым заместителем Губернатора Ростовской области
от 05.05.2016 № 54,ПравительствоРостовской области совместно
с заинтересованными государственными и общественными организациями проработало вопрос создания регионального движения, способного противостоять идеологии терроризма и экстремизма, распространению радикальных идей в сети Интернет – «Интернет – без угроз» (далее – Движение).
Учредителями Движения выступают минобразование Ростовской области и Национальный центр информационного противодействия терроризму и экстремизму в образовательной среде и сети ИнтернетФГАНУ НИИ «Спецвузавтоматика» Минобрнауки России (далее – НЦПТИ).
Цель Движения – минимизировать и предотвращать исходящие из сети Интернет информационные угрозы, направленные на детей, подростков и молодёжь.
Движение является формой проявления гражданской активности, позволяющей объединить добровольных исполнителей, экспертное сообщество, представителей государственных органов и некоммерческие организации.
В качестве добровольных исполнителей (волонтёров) предлагается выступить активным представителям молодёжи, в том числе – родителям как мотивированной категории, наиболее заинтересованной в безопасности своих детей.
В координационный совет Движения вошли представители Правительства, антитеррористической комиссии Ростовской области, Прокуратуры,Следственного управленияСледственного комитета, Главного управления МВД, УФСБ
по Ростовской области, Роскомнадзора, комитета по молодёжной политике, а также других заинтересованных ведомств. Для оперативной работы на базе НЦПТИ создан проектный офис, в состав которого включены специалисты органов исполнительной власти иправоохранительных органовРостовской области, а также представители НЦПТИ. Разработан Проект положения о движении, ссылка на него располагается на сайте

Участники Движения будут заниматься созданием и распространением полезного контента и профилактических материалов в сети Интернет, а также осуществлять поиск противоправныхсведений и принимать участие в информационно-просветительской деятельности в молодёжной среде.
Для того, чтобы стать участником Движения, необходимо заполнить анкету, расположенную на сайте НЦПТИ http://нцпти.рф/upload/anketa_itw.docx,и отправить ее на электронный адрес iwt@ncpti.ru. Данная заявка позволяет стать потенциальным участником Движения. После успешного прохождения отбора участники Движения пройдут специальное обучение.
